Urban regeneration, 130 million for Lorenteggio, Giambellino, Niguarda and San Siro

The Municipality of Milan will be able to access funding of up to 130 million euros under the tender of the Ministry of Infrastructure and Transport of the “National Innovative Program for the Quality of Living (PINQua) in which it had participated with three proposals for the regeneration of Lorenteggio-Giambellino, San Siro and Niguarda districts. All three projects presented were in fact admitted to the ranking of the call.

“These are extraordinary resources that are concentrated in some of the districts of the city that most need interventions. We can strengthen – declare the councilors Pierfrancesco Maran (Urbanism), Gabriele Rabaiotti (Social and housing policies) and Marco Granelli (Mobility) – the offer for housing emergencies, building more liveable environments with greater opportunities, and also safer intersections, spaces for pedestrian and cycling. All the interventions for which we have obtained ministerial coverage, in synergy with other projects already financed by the Administration, they will bring a renewed quality of living in favor of residents, services and environmental and social sustainability for the entire Milanese community “.

The redevelopment of Lorenteggio-Giambellino The pilot project concerns a vast area that goes from the center to the Lorenteggio-Giambellino district, mending the districts (total value 135 million euros, of which 100 financed through the Call), was ranked third in the ranking and concerns the regeneration of the residential fabric of neighborhoods characterized by profiles of housing and socio-economic hardship, the redevelopment and reorganization of the existing building stock intended for social housing, a capillary transformation of the network of public spaces that moves from the next entry into operation of the new M4 metro line that crosses and it innervates the area concerned, the increase in the quality of the natural environment.

Through the announcement it will be possible to access funding for the demolition and complete reconstruction of public residential buildings in via dei Giaggioli 7/9/11 (with the construction of 210 new more efficient, sustainable and barrier-free houses). Always connected to the Giambellino Lorenteggio districts, the superficial arrangements of the new M4 line West section and Center section, San Cristoforo area; the redevelopment of via Olona and the arrangement of the pedestrian entrance to the Museum of Science and Technology and the Olona-Modestino-Solari cycle path to connect the Cerchia dei Navigli cycle path with Solari-Giambellino; the creation of the preferential road for the tramway line of the circular 90-91 from piazza Zavattari to piazza Stuparich and the cycle connection and the new Lorenteggio Library. The projects are integrated with other interventions already financed with own resources or other state or European sources: the environmental redevelopment of the Lorenteggio district with a new green area in via Giambellino 129, the cycle route between Piazza Napoli-Giambellino and the reconstruction of the middle school in via Strozzi 11.

'Move in. Moving buildings, integrating services' The 'Move in. Moving buildings, integrating services' for Niguarda and San Siro: two projects for two districts that look beyond the historic center in which to experiment a single integrated model of housing services, proximity services and actions to support housing, enhancing the networks already active territories and introducing spaces where to promote innovative projects for the development of the local community. One insists on the Greco-Niguarda area, to the north east, the other concerns that of San Siro, to the west.

Both aim at the regeneration of areas and spaces already defined and built, and each identify a public property to be recovered and redesigned – in via Pianell in Niguarda and an Aler building in via Newton in San Siro, to which are added some public housing neighborhoods to be restored – assigning it to transitional housing with sustainable rent as the fulcrum of a broader plan to upgrade the housing system and urban welfare services, which also includes the arrangement of neighboring streets and public spaces, as well as the provision of new services proximity available to the inhabitants of the neighborhood, especially young people, as workshops, spaces dedicated to micro-enterprises, cultural activities, co-working and being together. The objective is therefore twofold: to increase both in quantity and in quality the transitory residential possibilities for people in difficulty, as well as for young students and workers, and at the same time to contribute to the construction of more liveable neighborhoods, better served and capable of offering greater opportunity for those who live there.

The project in via Pianell The lot in via Pianell, a total area of ​​about one thousand square meters, will include an articulated building with five floors above ground, with a gross surface area of ​​approximately 2,900 square meters which will become a hub for temporary residence with various types of rooms / places. bed (90, plus 5 mini lodgings). The ground floor spaces will be reserved for proximity services open to the neighborhood. The project also provides for the launch of differentiated accompanying services for the guests of the hub and the creation of a micro-entrepreneurial reality that can also offer job opportunities for the same users of the hub.

The project in San Siro In San Siro, the building in via Newton (now used as offices that will be transferred to the neighboring via Zamagna), with a gross surface area of ​​1,965 square meters, will be given on free loan for 25 years to the Administration that will arrange it, also with the optimization of spaces, to transform it into a hub for temporary residence with rooms for short stays and some mini-apartments for longer rentals, for a total of 104 beds. The works also include the completion of the first floor and the construction of a second one, and the creation of spaces for shared services for the inhabitants, including a concierge, common rooms, a laundry room and a kitchen.

Also for this intervention, social support measures are envisaged both to support nuclei in socio-economic difficulty leaving the temporary housing service towards other more stable solutions, and to support the micro-entrepreneurial start-up phase through which to create opportunities for professional integration and start-up. of services open to the district.
